La ciudad eslovena de Ljubljana acoge, del 13 al 15 de mayo, la tercera visita de estudio del proyecto europeo CLEAR CITIES, que tiene como objetivo principal reducir la huella de carbono de los sistemas de gestión de residuos urbanos. Esta iniciativa, financiada por el programa Interreg Europe, está liderada por EMULSA Medioambiente, empresa municipal del Ayuntamiento de Gijón, y reúne a socios de seis países europeos.
El proyecto CLEAR CITIES (Carbon Low Emissions Advancing Regions in Cities through Innovative and Responsible Environmental Solutions) busca promover políticas públicas más sostenibles y eficientes en la gestión de residuos, mediante el intercambio de buenas prácticas entre gobiernos locales, agencias medioambientales y entidades públicas de distintos países europeos. Con un presupuesto total de 1,65 millones de euros, el proyecto se desarrollará entre marzo de 2023 y mayo de 2027.
La Empresa Municipal de Servicios de Medioambiente Urbano de Gijón (EMULSA Medioambiente), lidera el proyecto europeo “Clear Cities: Promoción de políticas de gestión de residuos urbanos sin emisiones de carbono para ciudades sostenibles, seguras y resilientes en Europa”, que cuenta con un presupuesto de 1.789.465 € , un periodo de desarrollo entre el 1 de abril de 2024 y el 30 de junio 2028, y cuenta con socios de ciudades y regiones de: Ayuntamiento de Apeldorn (Países Bajos), Ayuntamiento de Gotemburgo (Suecia), Agencia de Desarrollo de Langhe Monferrato y Roero/Piamonte (Italia), Agencia Regional de Desarrollo de Liubliana (Eslovenia), Agencia Regional de Desarrollo de Ilfov/Bucarest (Rumanía) y Ayuntamiento de Burgas (Bulgaria).
Durante la visita a Ljubljana, los socios y sus grupos de interés conocerán ejemplos reales de eficiencia y sostenibilidad en la gestión de residuos, como el Centro Regional de Gestión de Residuos (RCERO), PAPLAB (especializada en el aprovechamiento de plantas invasoras), y la iniciativa “Library of Things”, que promueve el préstamo comunitario de herramientas y electrodomésticos. También se visitarán instalaciones de innovación como el Rog Creative Centre, con laboratorios de sostenibilidad y tecnologías de clasificación robótica de residuos.
El programa incluye sesiones del Comité de Dirección del proyecto, en las que se evaluará el progreso de las acciones, se recopilarán buenas prácticas y se coordinarán próximas actividades. Esta visita a Ljubljana sigue a las ya realizadas en Gijón (junto al encuentro de lanzamiento) y Apeldoorn (Paises Bajos), y se enmarca en una serie de siete visitas previstas a lo largo del proyecto.
Con su papel como entidad coordinadora, EMULSA Medioambiente consolida el liderazgo de Gijón en políticas de economía circular y gestión urbana sostenible, promoviendo el aprendizaje entre ciudades para avanzar hacia un modelo más limpio, resiliente y neutro en carbono.
From May 13 to 15, the Slovenian city of Ljubljana will host the third study visit of the European CLEAR CITIES project, whose main objective is to reduce the carbon footprint of urban waste management systems. This initiative, funded by the Interreg Europe program, is led by EMULSA Medioambiente, a municipal company of the Gijón City Council, and brings together partners from six European countries.
The CLEAR CITIES project (Carbon Low Emissions Advancing Regions in Cities through Innovative and Responsible Environmental Solutions) seeks to promote more sustainable and efficient public policies in waste management by exchanging good practices between local governments, environmental agencies, and public entities from different European countries. With a total budget of €1.65 million, the project will run from March 2023 to May 2027.
The Gijón Municipal Company for Urban Environmental Services (EMULSA Medioambiente) is leading the European project "Clear Cities: Promoting zero-carbon urban waste management policies for sustainable, safe, and resilient cities in Europe." The project has a budget of €1,789,465, a development period between April 1, 2024, and June 30, 2028. The project also includes partners from cities and regions such as: Apeldoorn City Council (Netherlands), Gothenburg City Council (Sweden), Langhe Monferrato and Roero/Piedmont Development Agency (Italy), Ljubljana Regional Development Agency (Slovenia), Ilfov/Bucharest Regional Development Agency (Romania), and Burgas City Council (Bulgaria).
During the visit to Ljubljana, partners and their stakeholders will learn about real-life examples of efficiency and sustainability in waste management, such as the Regional Waste Management Center (RCERO), PAPLAB (specializing in the use of invasive plants), and the "Library of Things" initiative, which promotes community lending of tools and appliances. They will also visit innovative facilities such as the Rog Creative Center, which features sustainability labs and robotic waste sorting technologies.
The program includes sessions of the project's Steering Committee, where progress will be assessed, best practices will be compiled, and upcoming activities will be coordinated. This visit to Ljubljana follows those already held in Gijón (along with the kickoff meeting) and Apeldoorn (Netherlands), and is part of a series of seven visits planned throughout the project.
Through its role as coordinating entity, EMULSA Medioambiente consolidates Gijón's leadership in circular economy policies and sustainable urban management, promoting learning between cities to move toward a cleaner, more resilient, and carbon-neutral model.
